The project is designed to serve the growing Muslim population in North Texas with homes, a mosque, schools, and community amenities. The first 450 plots sell out within days of the announcement.6

February 2025:

  • A promotional video for EPIC City goes viral, sparking immediate backlash online. Conservative commentator Amy Mek labels it a “Sharia City,” and Texas Governor Greg Abbott amplifies concerns on social media, stating, “Sharia law is not allowed in Texas. Nor are Sharia cities”6.
  • Texas Rep. Jeff Leach sends a letter to Attorney General Ken Paxton, requesting an investigation into EPIC City for possible violations, including housing discrimination.6

March 2025:

  • March 27: Major news outlets begin publishing detailed timelines and coverage of the controversy1.
  • March 31:
    • A Collin County public hearing draws hours of comment, with most speakers opposing the project and raising concerns about integration and local resources.16
    • Governor Abbott directs the Texas Rangers to initiate a criminal investigation into EPIC and its affiliates, marking the fifth active probe by state officials in one week. Other state investigations target potential discrimination, consumer protection violations, financial harm to investors, and alleged unauthorized funeral services.46
    • Attorney General Ken Paxton issues a Civil Investigative Demand (CID) to Community Capital Partners, LP (CCP), the developer of EPIC City.4

April 2025:

  • April 1 :
    • Governor Abbott orders EPIC and its affiliates to halt construction. The Texas Commission on Environmental Quality (TCEQ) sends a formal notice, stating that no permit applications have been submitted and warning of legal consequences for proceeding.6
  • April
    • Senator John Cornyn sends a letter to the U.S. Department of Justice (DOJ), requesting a federal civil rights investigation into EPIC City 4.
  • April 14:
    • Attorney General Paxton expands his investigation, requesting documents from city officials in Plano, Richardson, Wylie, and Josephine, as well as the Plano ISD, to review communications with EPIC and CCP.4

May 9, 2025:

  • U.S. Senator John Cornyn publicly announces that the DOJ has responded to his request and opened a civil rights investigation into the EPIC City project. Cornyn issues a statement thanking the DOJ for “hearing my concerns and opening an investigation into the proposed EPIC City development in North Texas”

May 11, 2025:

Governor Abbott tweets “Texas has halted any construction of EPIC City. There is no construction taking place. The state of Texas has launched about a half dozen investigations into this project. That includes criminal investigations. And, the US Department of justice is also investigating. This matter, and similar matters, are taken very seriously, and actions are being taken to address all concerns.“
