Islamophobic Remarks :

Higgins’ conspiracies have often descended into apocalyptic imagery of immigrants taking over Europe and the United States ceasing to be as a result of the “Islamic takeover”: 

How bad are things? Very bad. The failure to identify, define, and counter the Islamic Movement and its threat to the American political philosophy and way of life endangers current and future generations of Americans and may lead to the end of the Republic. In five years, given current immigration rates and the gains being made overseas by Islamic Movement-affiliated entities, sharia-inspired wars will begin across Europe.  In the U.S. Government’s current state of reality dislocation, there is a high likelihood that U.S. policy will support the insurgent Islamic movements in these European countries.  In ten years, the Islamic Movement will have consolidated the new Caliphate under the leadership of the Organization of Islamic Cooperation (OIC) and begun the Caliphate’s expansion into Europe. Domestically, the United States will be ideologically fractured by the growing alliance between the hard left* and Islamic ideologies, both of which are already fueling domestic conflict. In 20 years, the United States may no longer exist as a unified nation under a common political philosophy. [2]

In 2017 Higgins was fired from the National Security Council for a memo he sent out to his colleagues. Part of that memo explicitly stated: 

“Globalists and Islamists recognize that for their visions to succeed, America, both as an ideal and as a national and political identity, must be destroyed,” the memo warns. It argues that this has led “Islamists [to] ally with cultural Marxists,” but that in the long run, “Islamists will co-opt the movement in its entirety.” [3

Higgins has openly accused U.S. government officials of “purging” staff members who are not “Muslim Brotherhood compliant”: [4]

He also believes there’s a shadow-leftist conspiracy to “penetrate American society” and destroy it from within by allying with Islamists: [5

Higgins quite self-aware that he is seen as a conspiracy theorist by his former colleagues and peers. His first tweet attempts to mock that notion: [6]

Overview :

Richard Higgins holds a Bachelor of Science in Mechanical Engineering from Tufts University as well as a Masters Degree in Strategic Security from the National War College. He is a 2011 Lincoln Fellow from the Claremont Institute and a US Army Veteran. Prior to becoming a senior fellow for Unconstrained Analytics, he was formerly Vice President of Intelligence & National Security for RED, LLC, a company that develops, tests and evaluates new combat capabilities for special operations, intelligence and irregular warfare missions. He is a self-proclaimed “expert” on the nexus between theological doctrines and information age unconventional warfare and has spent 20 years combating terrorism. 

In 2004, he formed the Department of Defense’s (DOD) Irregular Warfare Support (IWS) program office and served as the organization’s first Program Manager until June 2010. In this role he was directly responsible for the creation of several new strategic and operational capabilities.From 2011 to 2013, Higgins managed a classified project for Special Operations Command (SOCOM). From 2010 to 2011, he served as the Chair of Special Operations and Low Intensity Conflict at the National Defense University.
